Finland’s gambling reform introduces a separate licence for companies that manufacture, supply, install or adapt gambling software used by licensed operators.
Who may need a software licence?
The requirement can cover betting software, random number generators, live casino streaming solutions, transaction monitoring tools, software that records gambling transactions and systems that determine game outcomes or calculate winnings.
The requirement becomes mandatory in 2028
The software-licensing requirement is scheduled to become mandatory in 2028. Official transition guidance should be checked when planning the exact filing date because supervisory guidance is still being updated during the reform period.
Operators also need supplier governance
Operators should map their software suppliers early and create a process for updating supplier information when their technology stack changes. Software licensing therefore affects both suppliers and operators.
