Finland Gambling Regulator and Supervision 2027

Finland’s gambling supervision is changing together with the market structure. Understanding which authority is responsible at each stage is important for operators preparing licence applications and technical integrations.

National Police Board in the transition period

Until the end of June 2027, gambling activities are supervised and licences under the new Act are issued by the National Police Board. Applications submitted during 2026 are therefore handled by the National Police Board.

Supervisory Agency from July 2027

From 1 July 2027, gambling supervision and licensing move to the Supervisory Agency. The transition coincides with the opening of the licensed market to operators that have received the required licence.

What supervision covers

The Finnish system is designed to protect participants, prevent abuse and offences, and reduce the economic, social and health-related harm associated with gambling. Licence holders must therefore treat compliance as an operational obligation rather than a one-time licensing exercise.

Technical supervision

Before launching gambling services, a licence holder must complete required system audits and connect to the supervisory authority’s interfaces. The integration project starts after the licence has been granted and is mandatory before services can begin.

Software licensing

From 1 July 2028, supplying gambling software for licensed gambling services will require a gaming software licence. Applications for those software licences can be submitted from July 2027.
