Finland Gambling Licence Cost 2027

The official application fee for a Finnish gambling licence is EUR 29,000 per application in 2026. The fee is charged whether the application is approved or rejected.

The official application fee

The National Police Board states that the processing fee for a gambling licence is EUR 29,000 in 2026. Operators that submit several separate applications pay a fee for each application.

The real market-entry cost is higher

The application fee is only one part of the cost. Companies should also budget for legal work, corporate documentation, system audits, supervisory integration, localization, Finnish-language content, tax modelling, compliance processes, responsible-gambling controls and launch marketing.

Application structure matters

A gambling licence can cover several implementations when they are specified in the application. This can reduce unnecessary administrative duplication compared with applying for separate licences without a clear operational reason.

For technology suppliers, the cost plan should also account for the separate gaming software licence framework starting in 2028.
